Professor Jude Lubega is a distinguished Information Technology expert specializing in ICT for Development (ICT4D). Currently serving as the Vice Chancellor of Nkumba University, he has held prominent leadership roles, including Deputy Dean and Head of the Information Technology Department at Makerere University (2007–2012) and Deputy Vice Chancellor at Uganda Technology and Management University (2013–2019). He is also the Chief Executive Officer at Eight Tech Consults, a leading ICT and Management consultancy firm located in Uganda.
An accomplished researcher and ICT4D consultant, Professor Lubega has spearheaded numerous national and international projects, securing research funding to drive technological innovation. Formerly a researcher and lecturer at the University of Reading, UK, he has contributed to the development of various information systems, including election monitoring solutions using mobile technology.
His research interests span e-learning assessment, content authoring and digitalization, multimedia, multi-agent systems, data warehousing, e-governance, e-health, e-agriculture, mobile computing, ICT strategic planning, and web-based systems. He has published extensively in journals, books, and conference proceedings.
In Rotary circles, Prof. Jude is a +6 Paul Harris Fellow and a member of the Rotary Club of Namasuba-Uganda.
